Maryland Department of Budget and Management — Office of Personnel Services and Benefits

Maryland civil service test guides

The Maryland Department of Budget and Management oversees state personnel, with classified exams administered through the Statewide Personnel System.

Maryland state classified positions are governed by the Office of Personnel Services and Benefits (OPSB) within the Department of Budget and Management (DBM). Competitive examinations are used for most classified titles, and candidates are ranked on eligible lists.

Exam announcements and applications are managed through the JobAps online portal. Each announcement identifies the exam format, subject areas, and filing deadlines.

  • Some Maryland positions are in the "skilled services" or "professional" categories with different exam processes. Review each announcement carefully.
